What do you see in this new paradigm about the work of regulation and licencing.
Gordon Medenica: We began this procedure a while ago after prior laws had been published. A lot of the preliminary analysis was really focused on the Senate resolution, which just thought it was the casinos and horse tracks a couple of years back. It would have been relatively simple to incorporate the arrangement.
Now, of course, it is something infinitely more complicated that the legislature made. I believe that we had already drawn up some 150 pages of regulations. I’m not quite sure what the framework that has already passed the legislature would be applicable to. Naturally, we have a lot to do in the formulation of legislation.

That certainly would need representatives to be appointed by the legislature and the governor. Then as we interpret the bill, SWARC must appoint a contractor and I believe that the recruitment must be governed by state procurement laws. One of the critical considerations is that sportsbooks are only somewhat volatile. In a major game like a Super Bowl or something like that you will win or lose tens of millions of dollars. Then, for example, we saw Rhode Island (after the sports betting started there)… the Super Bowl was the patriots and everybody (in New England) was betting on them and they were losing a lot of money on the sportsbook. That is to be anticipated and it is understandable to the large commercial sports betting firms. They have huge financial capital behind them, and they know that this sort of uncertainty has to be absorbed every week, month by month.
